From the first time that new energy storage was written into the government work report of the National People's Congress, to the State Council's proposal to strengthen the construction of large-scale wind power and photovoltaic bases and promote the development and utilization of distributed energy when deploying the 2025 work tasks, to the documents of the General Office of the CPC Central Committee and the General Office of the State Council calling for the implementation of large-scale wind power and photovoltaic base construction in deserts, Gobi and wasteland areas, the entire photovoltaic industry has been blessed with favorable policies since the beginning of the year, laying a good policy tone for the healthy development of the photovoltaic industry in 2025. After the domestic photovoltaic installed capacity reached 216.30GW in 2024, which is almost the sum of 2019 (30.10GW), 2020 (48.2GW), 2021 (53GW) and 2022 (87.43GW), coupled with overcapacity in all links of photovoltaic manufacturing, the market is not very optimistic about the development of the photovoltaic industry in 2025, and is worried that the "explosive increase" in photovoltaic installed capacity in 2024 will overdraw the future. However, a series of "top-level design" favorable policies have been introduced, which are gradually dispelling the haze shrouding the market. First, the country's adherence to the centralized and distributed photovoltaic policy line has not only not wavered, but the policy support has continued to increase marginally. Strengthening the construction of wind power and photovoltaic bases was first written into the government work report of the National People's Congress in 2022, and was included in the government work tasks again in 2025. This shows that the central government is still unswervingly promoting and implementing this "top-level design". The economic, energy and ecological results achieved by accelerating the construction of wind power and photovoltaic bases have been highly recognized. At the same time, in 2024, the installed capacity of centralized photovoltaic power generation will increase by 120.014GW, and the construction of photovoltaic large base projects will make a great contribution. After the completion of the construction of the first batch of wind and solar bases with a capacity of about 97GW, the third batch of wind and solar bases with a capacity of more than 450GW will be on the way. In the 2025 Government Work Report, the State Council emphasized that strengthening the construction of wind power, photovoltaic bases and energy transmission channels will, on the one hand, bring new growth to the photovoltaic market in 2025, and on the other hand, strengthen the construction of new energy transmission channels and new energy storage, indicating that the installed capacity of photovoltaic power generation will continue to expand. The meeting also proposed to optimize the market and policy environment for the development of new energy, further improve the policy measures related to institutional reform and market construction, and strive to introduce them one by one as they mature.
